This is the Locutus kit from the "Geometric Designs" Line of Star Trek TNG kits...   cast in a peach colored vinyl, with perfect parts fit (if you take your time trimming the pieces) A few years ago Geometric put out several of these kits all based on TNG characters each of them beautifully sculpted with an excellent likeness.  This kit in particular is a dead ringer for Patrick Stewart and was sculpted by the uber talented "Thomas Kuntz".

The paints are all Delta Ceramcoat acrylics....  I painted the body stocking a dark brown and highlighted with a lighter shade of brown and some very light dry brushing... just enough to pick up the details of the sculpted material.  The metallic portions were based in black and then dry brushed with "Gunmetal Grey" and "Bronze".   I tried to keep the flesh color looking warm but pale as this is supposed to be Picard right after his assimilation by the Borg.   I did this by painting a base color of "Light Flesh" and then applying a few washes of the same color mixed with white.   I feel as though I achieved the look, it's not perfect, but I'm pleased with the results.

The base was painted black with "Storm Grey" for the trim and the Borg symbol is "Jubilee Green"...  The base was produced by Charlie Dunton of CD Productions and as far as I know it's currently (OOP) Out of Production...
